Glass, cable, and steel railing systems for Surrey's townhome developments, multiplex conversions, South Surrey luxury decks, and City Centre condo towers. CWB-certified steel — not aluminum kits.
Surrey is building faster than any city in British Columbia. The numbers are not projections — they are approved units in the development pipeline: over 44,300 with rezoning approval and more than 13,700 with issued building permits at various stages of construction. The Province has set Surrey's housing targets at 4,233 units in year one, scaling to 7,076 units annually by 2029.
On top of that construction wave, an estimated 65,000 single-family lots across Newton, Fleetwood, Guildford, and Panorama Ridge now qualify for Small-Scale Multi-Unit Housing (SSMUH) — multiplex conversions that will add three to six dwelling units per lot. Each unit requires code-compliant guards and handrails.
Steel VS Aluminum Kits:Every railing company based in Surrey — Metro Vancouver Railings, Railing Experts, New Way Railing, Excell Railing — works in aluminum. Aluminum kits serve a purpose: they are light, fast to install, and adequate for standard applications. But aluminum flexes under load, chalks in UV exposure, and produces visible colour variation from unit to unit when field-assembled across a multi-unit development.
LOUEI Metal Arts is a CWB-certified steel fabricator based in Coquitlam — 25 minutes from Surrey via Highway 1. We weld steel frames in a controlled shop, powder coat in a factory oven (200+ RAL colours), and deliver dimensionally identical sections that maintain unit-to-unit consistency across 10-, 20-, or 50-unit townhome projects. P.Eng.-sealed structural drawings. One batch. One standard. Not aluminum kits.

Glass Railings for Surrey's Two Glass Markets
Surrey's glass railing demand splits into two distinct markets with almost nothing in common.
South Surrey & Grandview Heights — The Luxury Market
South Surrey's ocean-proximity homes — Crescent Beach, Ocean Park, Elgin, Grandview Heights — command the highest values in the city. Decks overlooking Semiahmoo Bay, Boundary Bay, and the San Juan Islands are the primary asset these properties protect. Base-shoe frameless glass eliminates every obstruction between the living space and the water. Our channels incorporate weep drainage and marine-grade gaskets for the salt-air exposure that Crescent Beach and Ocean Park properties face year-round.
Whalley / City Centre — The Condo Volume Market
Surrey City Centre's tower pipeline — Century City, District Northwest, Emerald Gardens, Flamingo — is adding thousands of condo units. Aging towers from the 1990s and 2000s are entering their first balcony railing replacement cycle. Post-and-clamp glass delivers building-wide consistency at volume pricing. Each strata project from LOUEI includes P.Eng.-sealed drawings, Letters of Assurance, and phased installation scheduling.
We fabricate all four glass systems. See our glass railing page.

Steel Picket Railings for Surrey's Townhome Pipeline
Surrey's townhome construction is the largest in Metro Vancouver. Fleetwood Village, Clayton, Grandview Heights, and Sullivan Station are producing hundreds of new townhome units annually. Each development ships with railing systems that strata councils will maintain for decades.
This is where CWB-welded steel separates from aluminum kits. When a builder installs aluminum across 30 townhome units, each unit is field-assembled independently — producing subtle but visible variation in post alignment, spacing, and finish shade from unit to unit. LOUEI fabricates every section in our Coquitlam shop from the same steel stock, welded to the same jig, powder-coated in the same oven batch. The result: dimensional consistency across the entire development that no field-assembly process can match.
For the SSMUH multiplex wave arriving in 2026–2028 — three to six units per lot across Newton, Fleetwood, and Guildford — steel picket provides the durability and consistency that strata-titled multi-unit buildings demand from day one.

Cable Railings for Surrey Deck Upgrades
As Surrey's 1990s housing stock ages, replacing rotted wood deck railings is a major renovation category.
Homeowners frequently upgrade to cable railing for two reasons: zero maintenance and preserved sightlines. Our ClearView Black system (matte black powder-coated posts with stainless steel cables) is our most popular replacement item in Fleetwood, Cloverdale, and Sullivan Heights.
Climbability Code Compliance: Homeowners often ask if cable railings are legal in BC. Yes. Under the 2024 BC Building Code, horizontal cables are permitted everywhere except where the fall height from the deck exceeds 4.2 metres (approximately 14 feet). Almost all residential decks fall well below this limit.
The SSMUH Multiplex Standard
Surrey is ground zero for BC's Small-Scale Multi-Unit Housing (SSMUH) legislation. Our fabrication is calibrated for builders executing these conversions.
The Scale
65,000 single-family lots in Surrey are now eligible for multiplex development (3–6 units per lot) under the July 2024 bylaw update.
The Requirement
Converting a single-family home to a multiplex requires strata-grade finishing. Every exterior balcony, shared walkway, and elevated entrance requires code-compliant guards.
The LOUEI Solution
- Volume pricing on steel picket systems for 3–6 unit builds.
- Unit-to-unit consistency identical to large-scale townhome developments.
- P.Eng.-sealed documents provided for municipal sign-off.
Handrails for Surrey's Multi-Level Terrain

Multi-level townhomes and stepped lots require continuous, graspable handrails on stairways with more than three risers to pass municipal inspection.
- Wall-mounted steel or stainless steel handrails matching your exterior guard systems.
- Continuous returns code-compliant for accessible entrances and strata paths.
- Custom angle fabrication for non-standard stairway dimensions common in 1990s retrofits.
Permits and Engineering in Surrey
City of Surrey Requirements
The City of Surrey requires a building permit for decks higher than 600mm above grade. Minor guard replacements may be exempt, but structural changes (e.g., adding a heavy glass system to an older deck) generally trigger structural review.
P.Eng. Sealed Drawings
We supply P.Eng.-sealed structural drawings for our railing systems. This documentation ensures smooth approval with City inspectors for both single-family renovations and large-scale townhome or multiplex completions.
A Typical Surrey SSMUH Installation
A representative scenario for a builder converting a single-family lot to a multi-unit property under Surrey's new zoning.
Project
Single-family tear-down in Fleetwood converted to a 4-unit multiplex. Three levels per unit with a shared elevated access walkway.
Scope
80 linear feet of guard rail along the shared walkway. 12 linear feet for each of the four private balconies. Shared exterior stairway (3 flights) requiring continuous handrails.
Product
Powder-coated steel picket railing (RAL 9005 Jet Black) for extreme durability in high-traffic shared areas. Welded steel handrails for stairs.
The LOUEI Advantage
- All walkway guards fabricated to uniform dimensions in shop.
- Zero field-assembly required (eliminating the squeaks common in bolted aluminum).
- Builder supplied with one P.Eng. package covering the entire property for final occupancy permit.

Frequently Asked Questions
Surrey Railing Fabrication
Why choose CWB-welded steel over aluminum for Surrey railings?
+
Every Surrey-based railing company — Metro Vancouver Railings, Railing Experts, New Way Railing — works in aluminum. Aluminum is lighter and cheaper but flexes under load, chalks in UV, and loosens at field-bolted connections over time. CWB-welded steel is dimensionally rigid, accepts factory powder coating that outperforms field-applied finishes, and delivers unit-to-unit consistency that aluminum kits cannot match in multi-unit projects.
Can you handle volume railing for Surrey townhome developments?
+
Yes. Surrey's townhome pipeline is the largest in BC. We fabricate dimensionally identical railing sections for multi-unit projects — 10, 20, 50+ units — from a single powder-coat batch. This eliminates the colour variation between units that field-assembled aluminum kits produce. P.Eng.-sealed drawings and strata documentation included.
Do I need a building permit for deck railings in Surrey?
+
The City of Surrey requires a building permit for decks higher than 600mm (2 feet) above grade. Like-for-like railing replacement on a previously permitted deck is typically treated as maintenance. System changes (wood to glass, picket to cable) may trigger a permit. Confirm with the City's Building Division.
What about the new SSMUH multiplex rules — do those units need railings?
+
Yes. Surrey's SSMUH bylaw (effective July 2024) allows 3–6 dwelling units on lots previously zoned for single-family homes. Each unit requires code-compliant guards and handrails. An estimated 65,000 Surrey lots are eligible. LOUEI provides volume railing fabrication for multiplex builders converting single-family lots.
Do you serve South Surrey and White Rock?
+
Yes. South Surrey and the White Rock border area represent Surrey's luxury residential market. Frameless glass and cable railing for ocean-view decks overlooking Semiahmoo Bay and Boundary Bay. 316 marine-grade stainless for salt-air-exposed properties.
How does LOUEI compare to Surrey's local aluminum railing companies?
+
Surrey has several aluminum railing companies — Metro Vancouver Railings, Railing Experts, New Way Railing, Excell Railing. They serve the aluminum kit market well. LOUEI occupies a different category: CWB-certified steel welding, in-house powder coating (200+ RAL colours), and P.Eng.-sealed structural drawings. If your project requires custom steel fabrication rather than aluminum kits, LOUEI is the fabricator.
Can cable railings be installed on Surrey townhomes?
+
Yes. Under BC Building Code 2024, horizontal cables are permitted where fall height does not exceed 4.2 metres. This covers the majority of townhome decks and balconies. P.Eng. certification confirming compliance is included with every LOUEI cable installation.
How long does a Surrey railing project take?
+
Single-family: 4–6 weeks. Townhome developments (10–50 units): 6–12 weeks depending on unit count. Our Coquitlam shop is 25–35 minutes from most Surrey communities via Highway 1 or King George Boulevard.
